Chief Serjeant-at-Arms Role and Requirements
The Chief Serjeant-at-Arms position requires candidates to have a master’s degree in security or criminology. Applicants must also have at least 15 years of professional experience and a minimum of 12 years served in the disciplined forces.
Other qualifications include computer literacy, a certificate of exemplary service, and compliance with Chapter Six of the Constitution, which outlines leadership and integrity standards. The successful applicant will ensure smooth operational activities, including the management of public and parliamentary events.

Candidates must hold a master’s degree from a recognized institution and a bachelor’s degree in social sciences. A minimum of 15 years of experience, with at least five years in senior management, is required. Applicants must also complete the Strategic Leadership Development Course and demonstrate knowledge of parliamentary procedures, standing orders, and the Constitution.
The role calls for strong communication skills, strategic thinking, and a firm understanding of Parliament’s legislative functions.

Nyegenye instructed that applicants must submit a completed parliamentary application form, which is obtainable from the Parliament website or the office of the Head of the Commission Secretariat.
Applications must be delivered physically to the office of the Head of the Commission Secretary or emailed as a PDF attachment to Parliament’s official application email. The deadline for submission is Monday, November 24.
The PSC notice emphasized that incomplete applications or submissions without the required Form 1J will not be considered. Successful candidates will serve a five-year term, with eligibility for reappointment for one additional five-year term.
